"gone public" may have different interpretations, I believe I said that they are more open or hiding less
As to your question then the answer is yes with reliance on the article that I read. I have no direct access to neither iraq's nor Iranian's plans or news soures.

I heard them say it on Fox News last week, I think on "Fox and Friends". Don't know how true it is.
