IBM made a comment that 2nd half of year should be good. SEBL CEO can't image they won't be spending in the 2nd half on IT

Wasn't it this time last year everyone was calling for a second half IT recovery? Maybe there is overcapacity in the IT sector and we aren't going to get a recovery, especially in stock prices.
