Cigarette taxes and lottery tickets are forms of voluntary taxation, but taxation nevertheless. Any discussion of America's tax system, including the income tax rates that the poor pay, must also factor cigarette taxes and lottery tickets into the equation, since they primarily prey upon the poor and uneducated.
