WAP using GPRS is often "free", for some 100-500 pages, or to the operators WAP server, only thing
needed is "user acknowledgment" by SMS.

That is, that old thing about WAP+GPRS.

Direct internet use, e-mail, surfing with or without laptop, with GPRS is another GPRS service.

So the Quacks have to learn that there are many GPRS services, I'm sure it might take as long
as it has taken to understand WAP??

However, all GPRS handets are GPRS, not just "voice-only" with no GPRS functions.

Now, if you want to make a smart question, you could ask about roaming and billing and GPRS.
You could also ask how many GSM handset users have activated and are using the SMS service.
(which also was, for a short time, a separate service, and still is, in some third world, pre-paid regions)

Btw, anti-bundling-law allows bundling new services during an introductory phase. (but not for
mature markets, where billing should be free, transparent, understandable and according to
pay-for-what-you-use-when-you-use-it)
