How many troops did we have in South Vietnam in 1954? Uh, none. We were in no position to force a settlement, per se. There were, in fact, native parties to a conflict. We favored the non- Communist regime in the South, but did not seek to overthrow the Communist regime in the North. Not much of an imperial power.....
