Herzl tried to interest the Kaiser in aiding the colonisation of Palestine, then he went to the turkish sultan, then to the british who offered him Uganda .... lots of intricate wheeling and dealing in between there ... his followers turned down Uganda flat, they wanted Palestine, period ... but lots of other places had been considered, by Herzl and the various parties, Syria and Cyprus being two ..... there is a page on the net that shows all this in brief clear form, i can't google it up just now

From the british perspective, they were quite interested, there was not at the time a large population in Uganda and there had been over previous years a lot of jewish inmigration to the UK ... they offered autonomy under something looser than a dominion arrangement as had Australia and Canada at the time, far looser ... Churchill wrote something on this, and there are several british full books on it

Do you know of any serious effort to identify a "somewhere else" and what happened to them?

A few different locations, mainly in Africa, were discussed. I don't know if those would qualify as "serious effort". I think that Palestine was the target from the beginning.
