<<Also, note that Israeli extremists shot Yitzhak Rabin.>>

That was most tragic...I recently heard a re-broadcast of a Larry King Live interview of Rabin, Arafat, and Jordan's leader. It was in 1995 and they were close to reaching a historic peace agreement. IMO, Rabin was a visionary and was clearly committed to making peace with ALL of his neighbors.

Is it possible for Israel to order its military
to obey these rules? Would the military obey them?

Sure, enunciate the policy, push it right down to the NCO level and court martial offenders to encourage the others. I wrote in another post Israeli and Palestinian leaders have moral indiscipline and the bad behaviour on the part of young Israeli soldiers is a sign of this. It doesn't mean the leadership can't take on the discipline they need.

Israel is a country with a serious legal system, and, I've heard, not a great civil police, but if there is will they can certainly catch their own extremists and jail them.

The whacko parliamentery system Israel has does give their extremists more say than in US but they don't have much support from the majority and the government has real coercive power that's legitimate.

Israel apparently has problems with its military obeying the Geneva convention

Correct me if I'm wrong, but isn't it the Geneva Conventions that says lawful combatants must a) wear a uniform, b) not target non-combatants, c) not use non-combatants as human shields? And that combatants violating rules a), b), and c) are unlawful combatants? What does the Geneva Convention say about fighting unlawful combatants?

Yes, there have been a small number of killings by Israeli extremists. Considering the proportion of casualties they have suffered, aren't you suprised to have seen only a handful of incidents?
