Nobody expects the Palestinians to obey anything. But these accusations about the Israelis and the Geneva Conventions are pretending that the Israelis are fighting a regular army. The Geneva Conventions do not forbid counter-insurgency campaigns against terrorists.

When the government is run by extremists the extremists don't have a problem with it, so they don't take things into their own hands.

The extremists were not running around murdering Palestinians under Barak either, or under the first year of Sharon's government where reaction was limited, certainly much too limited from their point of view.
