just about every ... caused more good then harm

Bad regulations do tend to get canceled while good ones linger. I am not familiar with the bulk of regulatory actions.

Many regulations have little to do with managing common resources.
I maintain that managing common resources is the primary goal of the central government, that is when the common resources are considered in all forms.

An example of an abstract common resource is the peace of mind that people have when they sleep in their homes protecte by flimsy quick-set locks. A simple way to see this is that the government has a role in keeping crime at bay. This is too simple a concept to understand the role and limits of government. I think the way to understand the proper role of government is to realize that "peace of mind" is an important goal shared in common by the public. Then it is easy to see when the government is promoting a common goal. The alternative is an issue by issue knee jerk response based on personal whim.

You could have free and fair elections that elect a government with little concern for important rights.

So long as elections remain free and fair you can vote them out again.
