this a quote from the finding of the court:
"Atrocities in the refugee camps were perpetrated by members of the [militias] and ... absolutely no direct responsibility devolves upon Israel or upon those who acted in its behalf"

There were militants still left and Christian Militia went on "mop up" mission that turn into killing. Israeli soldiers failed to stop the killing and hence indirectly responsible. Sharon was the head of the army and responsible for the army.

What happened was that Sharon, when he realized that his mission was failing, decided to call his troops away from the camp, and without the troops surrounding it, the Christian militia went in there and did what they did.
