I am not sure. You are still trying to equate intentional action with an accident. The intended victim may indeed feel the same stress in the seconds preceding the danger. But the goal of the terrorist is not the victim/target. The real target is an eyewitness, person finding about the act of terror by watching TV or reading newspaper. The message is that he may be next. That's the point of terror(ism).

I think you are completely missing the point by concentrating on the victim, of whom there may be one (or 3000). Those who perish are done, their thoughts or feelings are forever gone with them. The survivors are the ones whom the terrorist wants to influence.
