ANWAR would reduce the risk to national security, but would not eliminate it. The only way to eliminate the dependance on foreign oil is to use less of it, and replace it with other sources. Nuclear power has the capability today, and there are some exciting developments in this area. Synthetic fuel from coal may one day become viable, and we of course have the renewable like solar, which may cover a few percentage. If nothing else, there should at least be an incentive to burn less oild in power plants, and replace it with coal (at minimum), with nuclear (ideally).
