People like your friend deserves help not because they paid their taxes, but because they are human beings.

Charity relieves the suffering of the receiver, and enriches the soul of the giver. Government welfare bureaucracies like SSI eliminate half of this beneficial equation. Plus, as you point out, they do a lousy job on the first part.

SSI was created about 4 decades back as part of a push by Democrats to move all of welfare into Social Security. Their thinking was that by putting it under Social Security, they could make welfare sacrosanct and safe from those nasty Republican cuts.

Their main real accomplishment was to create the current SS mess. The pension part of SS is running nicely in the black; it's those other things like SSI that are sinking it.

And if benefits for illness that occurs before eligibility for an SS pension is not welfare, what is it? It's certainly not part of the original Social Security plan. But it was a result of an explicit plan to shove welfare into Social Security.
