The thing that creates viable alternatives is skyrocketing prices. If oil prices do not move upward, there is simply no incentive to make the capital investment to develop alternatives.

True, but time also makes some alternatives attractive, as technologies are perfected, to make them somewhat appealing even in the environment of cheap energy. Fuel cells for example may be developed even if there is no energy crises, since the technology has a lot of uses, and which are independent of the prices of electricity, mainly due to portability.
