In these contexts "unacceptable" simply means behaviors that one does not approve of, condone, or respect. It does not mean that such behaviors should necessarily become the subject of laws, which have generally been proven throughout time to be ineffective and unenforceable.

It occurs all over, and apparently always has. How could it not be to some degree inherent. A certain percentage of people, all over the place, are just that way. It's always been that way. It's "natural" in the same sense that albinism is "natural".
