If you spend X amount of money on conservation to save 1/4th X per year of 8 years on energy costs then conservation saves money.

If you are forced by law or regulation or policy to spend X on conservation even if it saves 1/20th X on energy costs for 10 years then your conservation effort does not save money.


Tim, sorry, if anything your latest explanation confuses me more. Let me make it simple. Normally, you spend 1k on gas per year, However, this year you conserve and only use half, you save $500 per year. [EOM]

Its very simple math......so don't try to muck it up with conservative politics. <g>
