I am not sure what your point is. Begin dismantled the Sinai settlements, when he had a reason to. If the Palestinians ever get serious about negotiating, the settlements are up for grabs. Meanwhile, the Palestinians are reminded that annexation is always an option. The Likud has always preferred an "autonomy plus" deal to a "state" solution: Israeli sovereignty, perhaps in a condominium with Jordan; Palestinian control over their internal affairs, excepting the settlements; a lightly armed police force, but no militarization and no foreign office. Even in that case, pairing back the settlements is negotiable. Nevertheless, the Palestinians will not get their own state without building trust, and right now, that is not looking so good........
