Dr. Joseph J. Atick, chairman and CEO of Visionics Corporation stated, ``We are strongly encouraged by the Senate passage of this key piece of legislation and the impact it will have on homeland security. By requiring travel documents to include biometrics identifiers, such as fingerprint and face recognition, Congress has put forth the mechanism by which we can identify those who pose a threat to public safety while ensuring that the honest majority can travel unencumbered.'' ``Specifically, we view facial and finger biometrics to be the technologies of choice in the implementation of this legislation as the infrastructure required - photo databases and criminal fingerprint files - are well established. Law enforcement agencies have long experience with establishing forensic quality fingerprint databases which can be used for criminal identification. Likewise, photos are an inherent component of all identification documents. Using both technologies can yield incredible accuracy without requiring an overhaul of our information infrastructure,'' he added. Among the provisions in the Enhanced Border Security and Visa Entry Reform Act are: - Terrorist watchlist: Creation of a watchlist database. - Interagency information sharing: Mandates that the watchlist database be made available to all agencies involved in determining the admissibility and the identification of aliens; - Biometrically enabled travel documents: The issuance of machine-readable, tamper-resistant travel documents with biometric identifiers and the installation of equipment and software capable of reading the new documents at all U.S. ports of entry by October 26, 2003. A similar version of the bill (HB 3525) passed the House last December. Differences in two versions will now have to be reconciled before being sent to the President for signature into law. The President has indicated support for this legislation. The House and Senate bills can be accessed as follows: HB 3525 thomas.loc.gov SB 1749 thomas.loc.gov The legislation incorporates many of the concepts previously set forth in a white paper Visionics previously issued called, ``Protecting Civilization from the Faces of Terror'', which can be accessed at visionics.com On February 22, 2002, Visionics Corporation announced that it entered into a definitive merger agreement with Identix Incorporated (Nasdaq:IDNX - news) in an all-stock transaction. Visionics and Identix have filed a joint proxy statement/prospectus with the SEC in connection with the transaction containing important information about each respective company, the transaction and related matters. The transaction is subject to certain closing conditions, including regulatory approvals and the approval of Visionics and Identix shareholders, and is currently expected to close in the calendar quarter ending June 30, 2002.
