I think what you say regarding Abdullah'sproposal has a lot of merit. Even if he just put it out there to deflect US from 9/11, it certainly wouldn't hurt to hold his feet to its flames. It has the merit of requiring settlement with and recognition of Israel by regimes that have fought with and are running an undeclared war against Israel through palestinian proxies. The details can be adjusted so the paramount legitimate needs of both sides are met - not perfectly, but good enough

There is a problem which has been mentioned from time to time. Even before the Israeli move into the territories the PA wasn't very competent as a civil authority mostly due to its leadership, which showed remarkably kleptocratic aspects. How can it be improved this time around?

Both Israelis and Palestinians have shown they are chislers when it comes to agreements with each other:

Whatever the negotiated arrangement, it has to be guaranteed by Saudi Arabia, Egypt, US, and Russia. They are the ones which can deliver security.
