Employees will effectively do that- -if they can. But that requires that unusual situation called a tight labor market. Usually that condition doesn't exist. So employers can then pass taxes on to customers and employees. If they can't do either, profits fall. Then investment falls. Then investors don't put money into businesses. Eventually that lack of investment will cure that tight labor market.

Your comparison of employees passing their payroll tax on to their employers is quite simply stupid.
