Your question should be, why are not windmills, solar and fuel efficiency considered first, when they are the fastest way to energy independence, are better for our environment, and are nearly terrorist proof?

Pristine wilderness, wild-life herds and tundra are extremely fragile to massive industrial exploration. It's even fragile to a camper who litters. The damage would be permanent. And accidents do happen. if you don't believe that look at the lakes of oil already spilled on the Alaskan tundra, and two words "Exxon Valdez". Some small footprint.
