I was talking about energy use in general, but electrical generation of all kinds can electrolyze water in off peak hours to create hydrogen. All of the major auto companies are getting prepared for hydrogen to power vehicles in the future, as shown by GM with their Autonomy fuel cell skateboard concept car recently. The others are also working of fuel cell designs as well as internal combustion engines that run pollution free on hydrogen.

A pure electric car can run directly from the energy produced from a windmill, in effect a wind powered car.
