I think the numbers are greatly exaggerated here. Also the reason for the deaths is not the sanctions. Its Saddam. Not only that he blocks the inspections that could end the sanctions, but also that he doesn't use the money from oil he is allowed to sell to help his people. Furthermore when a relaxation of the sanctions was proposed Saddam successfully got other countries to oppose the idea. He didn't like it because it would make it more difficult for him to blame the west for his problems and to hold his own people hostage to try and force elimination of all of the sanctions.
