One aide to Sharon said that before ousting Arafat, Israel would probably need to provide proof tying the Palestinian leader to a deadly terrorist attack.

But some advisers to Sharon say that one more major terrorist attack, such as the suicide bombing at a Passover dinner March 27 that killed 28 people in the Israeli coastal resort of Netanya, would be enough to swing cabinet and public support behind expelling Arafat.

U.S. opposition would be taken into account, but would not be a determining factor, Sharon's aides said. When Powell visited Israel in mid-April, Sharon assured him that Israeli forces would not raid Arafat's office in Ramallah while the secretary of state was in the region or immediately after he left. Powell departed Wednesday.

"If we took this decision it would be a sovereign one and [the United States] would not expect us to consult," said one aide. "I'm not sure they'd want us to consult. They certainly have their position, which is very clear. But it would be very hard for anyone with a clear conscience to support such a murderer."
