The Reagan Adm. called on S+L banks to voluntarily comply. Bush in Texas called on Houston polluters to voluntarily cut back emissions. (stinks to high hell down there more and more and more). In other words, Bush is in the pockets of the polluters and can't possibly tell them what to do after they put him in power and gave him and his party some 750 million. TRhis my friends is the dark side of deregulation. And it ends up costing us all much more than it profits the few.
