<<I wonder why the French were able to do it and we couldnt? >>

The French did it right. One design for all their plants and one company building them. Our plants were built using several designs and under ever changing regulations.

This is just a guess, I think electric power is a state run thing in France and they built several more or less identical power plants. In the US all reactor by site are pretty much custom designs. We also have much more good and wacky activists. The Wackos have ruled, hell they even elected a rapist to the Presidency.
