readers of the print version will want to compare what Cohen says with what Rumsfeld himself says on the same subjects. My own feeling is that the pieces show why we need to hear from independent, knowledgeable, civilian analysts as well as--or even instead of--official voices on important subjects... The review on Kosovo by Stephen Biddle, moreover--also available full-text at www.foreignaffairs.org--is a salutary reminder that even the best experts don't necessarily know all that much about key questions. That's something to keep in mind when people defend their chosen policy course with arrogant assertions that history proves X, or Y, or whatever. tb@muckraker.com
