The "wag the dog" theory I don't buy with Bush or before with Clinton in Bosnia. There are to many risks to think of it is an automatic ratings boost. Bush's father and LBJ learned war is not about winning a popularity contest. It is about is trying to do the right thing for the country and the world. Clinton did the morally correct thing by stopping the genocide of Muslims in Bosnia. Bush rightfully is concerned that once Iraq has the WMDs ready, Saddam will use them. What would the cynics say then?
