why do you worry about this? unless you are a short term trader or lack confidence in QCOM's long term value, i cannot see why you would care if the market doesn't recognize QCOM's value in the near term.

i, on the other hand, am of the opinion that QCOM is overvalued for various reasons.

but it doesn't really matter which side of the fence you're on: if you have a firm belief one way or the other, then the belief would be that the stock would eventually trade in that direction, regardless of what it does in the short term (which is noise).
