Neither choice is very appealing
Perhaps not, but the price of tobacco, even with huge taxes is still not such that the addicts tend to steal to support the habit. It's hard to imagine that the war on drugs is doing much except to keep the price artificially high and ensuring that the operators have little or nothing to lose with their sales tactics.
