Yet experience shows that HIS do not do an excellent job. You consistently forget that the base plate of most HSFs does exactly the same job as the HIS yet is integral with the HSF. Second, the four screws method of attaching a HSF with an appropriate shim does a far better job at protecting the die and has a higher conductivity to boot. Most of the time a HSF does a better job at dissapating the heat generated at a lower die temperature than a HIS/HSF combo. I have seen many bad HIS/HSF mounts as well.

PS: You failed to see the point of the example, you are claiming that a HIS is made of better material than a HSF base plate and the converse is far more often true. YOu have failed to state why a HIS is better than a base plate of the same or better metal of same or larger dimensions. There is nothing in a HIS that cannot be made part of a HSF, but there are many HSFs that do a better job than a single design of a HIS.
