I was kidding. The tracer interaction is analyzed for pattern differentiation of explosive isotopes. It is interesting, though. At what point do you blow something up which has been identified as explosive? I think normal procedure is to evacuate away from the object, and then send in the robots. Have airports developed areas where suspect material can be quickly conveyed (perhaps into a 5x5 room with three feet thick walls?).

That ought to be standard by now, so I doubt that any precautions whatsoever are in place in that regard...
