I live in Pleasanton, (near S.F. and home to PSFT and a bunch of like companies and parts thereof), and I can affirm that layoffs are continuing.

The increase in homeless, on the other hand, is probably just seasonal. Lots of long term homeless folks flock to San Francisco every spring for the mild summer weather, etc.
