My feeling is that powerful democracies have the responsibility to depose harsh dictatorships Even if you see it that way, it seems it would have been more appropriate to have given the Iraqi people their own means to do so. Had this been done (instead of sanctions, which do in fact hurt only the people) we might not be facing the necessity of a major military action which we are now facing. I believe Bush-1 is unfairly criticized for not going to Baghdad. He might be criticized for not being more supportive of an ongoing covert effort to overthrow Saddam from within, however.
