Here is a definition from that most "conservative" of dictionaries, the OED:

HOMOPHOBIA: Fear or hatred of homosexuals and homosexuality.
homophobe: A person who is afraid of or hostile to homosexuals and homosexuality.

THe AHD is certainly a newcomer to the dictionary scene. It first appeared in the late 60s, I think. I use it because Bill Bryson, one of my favorite writers on the English language, recommended it.

I have never heard the AHD referred to as a "liberal" dictionary. Merriam-WEbster says pretty much the same thing- does it count? I didn't realize that now we have to use "conservative" dictionary sources here. Sorry.
Does your OED, then, which I assume is what you would prefer, give a different definition for the word?

AS for proactive, not sure what you are asking me.
