I dunno- That description only says when to buy [when the curve turns up below the zero level, and complete buying before it crosses zero].

Looking at the curve- I think the lower high, or just after that, the breakdown of that giant slumping H&S formation- would have both been good sell indicators (looks like mid to late-1999)..

Also of note - the series of higher lows was broken on this down leg- first time that has occurred since 1987..
