That "ample anecdotal evidence" must be in hiding.

I actually was not referring to the government run programs. There is ample evidence that pretty much anything HHS does is a failure.

However, there are private/charitable abstinence education programs that are reporting great successes. I don't say it is the entire solution, but it is significant.

I'm sure you missed her on the Fox News channel last week, but one of the principals in one these programs made this excellent analogy (paraphrased):

"Encouraging the use of condomns is like saying, 'Look, you shouldn't shoplift. But if you're DETERMINED to shoplift, let me take you to the mall and show you the correct way to do it so you don't get caught.'"
