David re: I suppose this explains the difference the documents were found that prove beyond any reasonable doubt that Arafat is at root of suicide bombings. re: is in a position to at least discourage he would have to discourage himself 1st re: why would they have bothered to engage Arafat in discussions? both administrations were aware that he is unwilling rather than not capable. The problem is that PA is not a democratic state and arafat is in the power -Albert
