It's a California program, which has been in existence for a while, (prior to the "energy crisis"). It was for people on the grid, who used the big three providers.

There used to be tax credits, too. I don't know if the new energy bill has them or not. There might be additional subsidies thru your provider, if this is for a business or farm. PGE has some sort of deal for farmers. Don't recall the details.
