Re: Fraud issue. Here's how I think this issue will be resolved. If Leap is able to uncover actual instances of fraud with reasonably good evidence, the company should then file a series of criminal complaints with the appropriate authorities. There may be federal violations if the fraud crosses state lines, in which case a U.S. attorney would be handling the action(s). Once the word gets out that Leap and federal/state authorities are prosecuting these frauds, the small business owners who may have purposely or inadvertently become involved will run for cover, and we'll see far fewer instances of fraud in the future.

I would be especially optimistic about controlling this kind of fraud if it falls under federal jurisdiction. The Department of Justice is currently under pressure to prosecute fraud in cases such as Enron. It doesn't want or need a reputation for being soft on business fraud, and I think it may relish the thought of coming down hard on the small time operators trying to make a quick buck off Leap. That is, they'll leap to any opportunity to prosecute.
