That's right. A refi appraisal is based on actual neighborhood sales and determines nothing more than how much a lender is willing to lend a particular borrower on a particular property. To serve as a "comparable" for market-value comparisons, a property has to actually be sold in an arms-length transaction between a willing buyer and willing seller--not a borrower and a lender.
