Gore, in fact, was instrumental in passing the Federal legislation that unified a number of smaller, mostly government and university operated nets into the modern entity we now call The Internet. This much larger conglomeration was then placed into public hands for operation and administration under the new Act. In a very concrete sense, Al Gore played an important visionary role in the birth of The Internet as it exists today .

We constantly complain about politicians but this is one of the times one did something good for all of us -- we should praise him, not misconstrue his role in that culture changing Congressional action .
