you can't, though I have an application pending because I am a "gold trader" and have valuable stuff at home where I work from, at least that's the story and it can be the truth -g- Rifles require a permit in NYC as well, but simply driving to westchester or rockland, buying it, and driving it back to the city is an easy process, and if I have to use it I figure the trouble I get in will pale compared to what would have been had I not had it to use. The handgun permit for the rest of NY state is just as much of a pain to fill out but you don't need to be a special case to get it, just need to take the time to apply.
