Thanks. Although the biography says "urban areas", the book review stipulates "industrial centers" as the target, which makes more sense to me. It is interesting that things came to a head in '49. Neither piece states how long strategic doctrine relied on the Air Force, and it was in that year that NATO started, which put defense on a different basis. Indeed, the Korean Conflict broke out in '50. I am suspicious that the strategic doctrine of massive Air Force bombing was very brief.....
