Albert, if they have taken the decision that the future lies with largish caches, then they will need more fab space, even at .13, since that extra cache takes space.
They will be able to avoid the particle risk with some redundant memory blocks, so that one of the blocks with an error can be bypassed. CPU with error = dead part, but that is a lot smaller than the cache size, so that risk is acceptable.
