Well, of course if other countries want to join up, they'd be welcome. Mostly there isn't great conflict so Colinizing the whole lot is unnecessary.

The UN could require a plebiscite for places like East Timor, Tibet, Afghanistan, Chechnya, Rwanda and so on. With a 51% vote in favour, the country could become another UN Sovereign State, ruled by the locals for the locals but within the UN constitution established for such UN-ruled countries. The UN would have the presidential role, calling elections and managing military forces. If they want to leave the UN, a 51% vote would decide it.

It's time for a change from the anarchist way of life.
