Public agencies base their existence on a
demonstrated need argued by every citizen.

Public agencies base their existence on political calculations of the politicians.

Public employees are watched by a
million eyes. They always have performance standards to live up to.

Which doesn't always matter considering the incentives their organizations, and the politicians who create the programs and agencies face. In your post you quoted my statement "is someone isn't doing useful work, or if they are doing counterproductive work, then I would not consider them productive no matter how good they are at doing this work quickly and efficiently." This applies perfectly here. Its possible that these standards and being "watched by a million eyes" may make government workers perform there jobs quicker and more efficiently then in the private sector (although comparing the post office to Fed Ex doesn't support this idea), but that doesn't mean that are doing practically useful work.

I might let you have the last word on this in response to this post, rather then going around in circles on it. Please note that if I don't respond it doesn't mean I am accepting your argument as correct.
