Easier just to assassinate Saddam (and sons) somehow. Without the head the snake may thrash around but will probably die. No, that's not easy at all. Saddam is a master at preserving his own life against assasination. Not for nothing did he study Stalin's life. Saddam never sleeps twice in the same place. Do you know how Saddam keeps his palace guard loyal? Every so often half the guard sneaks up on the other half of the guard while they're asleep. Each man puts a gun to the head of the sleeping man, as whispers, "It's a coup, brother. Are you with us?" Any man who says "yes" gets a bullet to the brain.
