But sometimes I want to express mild exclaimingness! Like <--there, that didn't need a whole exclamation point! Neither did that! <---- or that. A sort of marker for emphasis that doesn't require italics, but isn't as... sort of bombastic, or excited, as exclamation marks convey. It's kind of like if you had your choice of only a straight face or a big smile, no half-smile. Except it's about exclaiming and not smiling.

but I think only I know it means "read this as less flat than a period but not all excited like an exclamation point."~
