iao - One of the reasons we didn't finish the job last time was that it would have upset Turkey and Turkey is a serious ally in the area.

My guess is that GW has decided that it is probably time to give Messopotamia back to the Turks. They owned it for a good few hundred years, they understand it and they are a good ally.
